Abstract

Artha Sasta Paembong (2420218564), judul skripsi “Analisis Pola Komunikasi Aparat Kantor Lembang dengan masyarakat di Desa Gasing menurut Teori Tindakan Komunikatif Habermas”. Penelitian ini bertujuan untuk menganalisis pola komunikasi antara aparat Kantor Lembang dan masyarakat di Desa Gasing berdasarkan teori tindakan Komunikatif Habermas. penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan Focus Group Discussion (FGD). Hasil penelitian menunjukkan bahwa komunikasi masih didominasi oleh aparat, dengan penyampaian informasi yang bersifat satu arah. Partisipasi masyarakat terbatas karena Suasana forum yang formal dan hambatan budaya. Banyak warga merasa tidak didengar, dan masukan mereka jarang ditindaklanjuti. FGD berfungsi tidak hanya untuk menguatkan temuan, tetapi juga menjadi ruang pemberian solusi dengan pendekatan dialogis. Secara keseluruhan , pola Komunikasi yang terjadi belum mencerminkan prinsip komunikasi ideal Habermas, meskipun telah muncul kesadaran dari kedua pihak untuk memperbaikinya di masa depan. Kata Kunci: Tindakan Komunikatif,Partisipasi Publik,Pemerintahan Desa, Habermas ABSTRACT Artha Sasta Paembong (2420218564), thesis title:” Analysis of Communication Patterns Between Lembang Office Apparatus and the Community in Gasing Village According to Habermas’s Theory of Communicative Action”. This study aims to analyze the communication patterns between Lembang office officials and the community in Gasing Village based on Habermas’s Theory of Communicative Action. This Research uses a qualitative descriptive method with data collection techniques through interviews, observation, and Focus Group Discussion ( FGD). The research findings show that communication is still dominated by officials, with information delivery that tends to be one-way. Public participation is limited due to the formal atmosphere of the forum and cultural barriers. Many people feel unheard, and their input is rarely followed up. FGD function not only to strengthen findings but also to serve as a space for providing solutions with a dialogical approach. Overall, the communication pattern that occurs does not yet reflect Habermas’s ideal principles of communication, although awareness has emerged from both parties to improve this in the future Keywords: Communicative Action, Public Participation, Village Governance, Habermas
