Abstract

Penelitian ini menganalisis pelaksanaan tugas Kepala Desa Siwi sebagai mediator dalam menyelesaikan konflik masyarakat. Latar belakang penelitian adalah belum optimalnya peran mediasi kepala desa yang disebabkan oleh keterbatasan kapasitas teknis, minimnya anggaran, tekanan sosial-politik, serta ketiadaan regulasi desa yang baku. Penelitian ini bertujuan untuk mendeskripsikan efektivitas mediasi dan mengidentifikasi faktor penghambatnya berdasarkan Teori Konflik Fungsional Lewis A. Coser. Metode yang digunakan adalah pendekatan kualitatif deskriptif dengan studi kasus. Pengumpulan data dilakukan melalui wawancara mendalam, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa prosedur mediasi telah mengikuti tahapan musyawarah mufakat, namun efektivitasnya bersifat parsial dan tidak berkelanjutan, terutama dalam konflik agraria yang akarnya bersifat struktural. Mediasi hanya mampu meredakan ketegangan jangka pendek, tetapi gagal mencegah munculnya kembali konflik. Hambatan utama meliputi kurangnya pelatihan mediasi formal, ketiadaan anggaran khusus, dan tekanan dari kelompok kepentingan, yang mengganggu netralitas kepala desa. Ketiadaan Peraturan Desa (Perdes) menyebabkan proses mediasi tidak memiliki prosedur baku dan sanksi yang mengikat. Dari perspektif teori Coser, mediasi telah menjalankan fungsi safety-valve (katup pelepas ketegangan) dan integratif, namun belum mencapai perdamaian struktural. Pelibatan tokoh adat (Toko adat ) yang masih situasional menunjukkan potensi besar yang belum dioptimalkan. Penelitian ini merekomendasikan penyusunan Perdes tentang mediasi, alokasi anggaran desa, pelatihan teknis mediator, serta integrasi sistematis antara pemerintah desa dan lembaga adat untuk mewujudkan perdamaian yang berkelanjutan. ABSTRACT This research analyzes the implementation of the Siwi Village Head's duties as a mediator in resolving community conflicts. The background of the research is the suboptimal role of the village head in mediation, caused by limited technical capacity, lack of budget, socio-political pressures, and the absence of standardized village regulations. This study aims to describe the effectiveness of mediation and identify its inhibiting factors based on Lewis A. Coser's Functional Conflict Theory. The research employed a descriptive qualitative approach with a case study method. Data collection was conducted through in-depth interviews, observation, and documentation. The findings reveal that although the mediation procedure has followed the consensus-building stages, its effectiveness remains partial and unsustainable, particularly in agrarian conflicts where the root causes are structural. Mediation was only able to reduce short-term tensions but failed to prevent the re-emergence of conflicts. The main obstacles include the lack of formal mediation training, the absence of a dedicated budget, and pressures from interest groups, which compromise the village head's neutrality. The absence of a Village Regulation (Perdes) means the mediation process lacks standardized procedures and binding sanctions. From Coser's theoretical perspective, mediation has performed a safety-valve and integrative function but has not achieved structural peace. The situational involvement of traditional leaders (Toko adat ) indicates significant potential that has yet to be optimized. This research recommends the drafting of a Perdes on mediation, allocation of village funds, technical training for mediators, and systematic integration between the village government and traditional institutions to achieve sustainable peace.
