Abstract

Penelitian ini bertujuan untuk mengetahui peran tokoh adat dalam perlawanan masyarakat Balla terhadap proyek geothermal di Lembang Balla Kecamatan Bittuang. Penelitian ini dilatarbelakangi oleh penolakan masyarakat adat terhadap rencana proyek geothermal yang dianggap dapat mengancam lingkungan, sumber mata air, lahan pertanian, wilayah adat, dan kehidupan sosial masyarakat. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Data dikumpulkan melalui wawancara, observasi, dan dokumentasi dengan informan tokoh adat dari wilayah Balla, Pali, Se’seng, dan Bittuang serta masyarakat yang terlibat dalam penolakan. Hasil penelitian menunjukkan bahwa tokoh adat berperan sebagai pemimpin, penggerak, dan penghubung masyarakat dalam menyampaikan sikap penolakan. Tokoh adat mengkonsolidasikan masyarakat melalui musyawarah adat, pendekatan kekeluargaan, penyampaian informasi secara langsung, demonstrasi, pengiriman surat penolakan, pemasangan baliho penolakan, serta penutupan akses menuju objek wisata Buntu Karua. Perlawanan masyarakat juga didorong oleh kekhawatiran terhadap dampak proyek geothermal terhadap ruang hidup masyarakat adat. Dampak dari gerakan ini adalah meningkatnya solidaritas, kebersamaan, dan kesadaran masyarakat untuk menjaga wilayah adat serta lingkungan sebagai warisan leluhur. ABSTRACT This study aims to examine the role of customary leaders in the resistance of the Balla community against the geothermal project in Lembang Balla, Bittuang District. The research is based on the community’s rejection of the planned geothermal project, which is seen as a threat to the environment, water sources, agricultural land, customary territory, and the community’s social life. This study employed a qualitative research method with a descriptive approach. Data were collected through interviews, observation, and documentation involving customary leaders from Balla, Pali, Se’seng, and Bittuang, as well as community members who took part in the rejection movement. The findings show that customary leaders played an important role as leaders, mobilizers, and communicators in conveying the community’s resistance. They consolidated the community through customary deliberations, family-based approaches, direct communication, demonstrations, submission of rejection letters, installation of protest banners, and the closure of access to Buntu Karua tourist area. The resistance movement was also driven by concerns over the geothermal project’s impact on the indigenous community’s living space. The movement resulted in stronger solidarity, togetherness, and community awareness to protect customary land and the environment as ancestral heritage.
