Abstract

Risa Pangari, (3020218482), menyusun skripsi ini dengan judul “Strategi Pemerintah Daerah dalam Mengatasi Dampak Tempat Pembuangan Akhir (TPA) terhadap masyarakat di Lembang Karua, Kecamatan Balusu”. Dibimbing oleh Anissa Citra Paonganan, M.Pd, selaku dosen pembimbing I dan Dr. Selvianti, M.Th, selaku dosen pembimbing II. Tujuan penelitian ini untuk menganalisis strategi pemerintah daerah dalam mengatasi dampak TPA kepada masyarakat Lembang Karua, Kecamatan Balusu. Penulisan ini menggunakan pendekatan kualitatif deskriptif, dengan teknik pengumpulan data melalui wawancara,observasi dan dokumentasi. Hasil penelitian ini menunjukkan bahwa strategi yang diterapkan pemerintah daerah dalam pengelolaan sampah dengan sistem controlled landfill. Namun, pelaksanaan strategi belum optimal karena pengelolaan yang dilakukan belum memenuhi standar operasionalnya serta belum standar yang ramah lingkungan. Kata Kunci: Strategi,TPA, Pengelolaan Sampah, Controlled Landfill. ABSTRAK Risa Pangari (3020218482) wrote this thesis entitled “Local Government Strategy in Addressing the Impact of Final Disposal Sites (TPA) on the Community in Lembang Karua, Balusu District.”This research was supervised by Anissa Citra Paonganan, M.Pd as the first advisor and Dr. Selvianti, M.Th as the second advisor.The purpose of this study is to analyze the strategies implemented by the local government to mitigate the impact of the final disposal site (TPA) on the community in Lembang Karua, Balusu District. This study uses a descriptive qualitative approach with data collection techniques including interviews, observation, and documentation.The results of the study indicate that the local government applies a controlled landfill system in waste management. However, the implementation of this strategy has not been optimal due to non-compliance with operational standards and the lack of environmentally friendly practices.
