Abstract

Tulisan ini dilatarbelakangi oleh pentingnya kepemimpinan partisipatif dalam meningkatkan efektivitas manajemen organisasi, khususnya melalui penerapan fungsi manajemen Planning, Organizing, Actuating, dan Controlling (POAC) dalam mewujudkan pelayanan diakonia transformatif pada koperasi. Koperasi sebagai lembaga ekonomi yang berlandaskan nilai kebersamaan tidak hanya berorientasi pada peningkatan kesejahteraan anggota, tetapi juga memiliki tanggung jawab untuk mengembangkan pelayanan yang bersifat memberdayakan. Oleh karena itu, kepemimpinan partisipatif menjadi salah satu faktor penting dalam mendukung keberhasilan pelaksanaan fungsi manajemen serta pelayanan diakonia transformatif. Penelitian ini bertujuan untuk mendeskripsikan integrasi dan implementasi kepemimpinan partisipatif berbasis POAC. Penelitian menggunakan pendekatan kualitatif dengan metode deskriptif. Data diperoleh melalui observasi, wawancara mendalam, dan dokumentasi, kemudian dianalisis. Hasil penelitian menunjukkan bahwa kepemimpinan partisipatif telah diterapkan melalui pelibatan anggota dalam proses perencanaan, pengorganisasian, pelaksanaan, dan pengawasan program koperasi. Penerapan fungsi Planning dilakukan melalui penyusunan program kerja berdasarkan kebutuhan anggota dan hasil evaluasi, meskipun masih terkendala oleh keterbatasan partisipasi anggota dan kemampuan keuangan koperasi. Fungsi POAC telah terlaksana, namun mengalami beberapa kendala. Oleh sebab itu, integrasi kepemimpinan partisipatif dalam manajemen POAC berkontribusi positif terhadap penyelenggaraan pelayanan diakonia transformatif. Semakin baik penerapan kepemimpinan partisipatif pada setiap fungsi manajemen, semakin efektif pula pelayanan koperasi dalam meningkatkan kesejahteraan dan kemandirian anggota Kata Kunci: Kepemimpinan Partisipatif, POAC, Diakonia Transformatif, Koperasi. ABSTRACT This study was motivated by the importance of participatory leadership in improving organizational management effectiveness through the implementation of the Planning, Organizing, Actuating, and Controlling (POAC) management functions to achieve transformative diaconal services in cooperatives. As community-based economic institutions, cooperatives are not only oriented toward improving members' welfare but also responsible for providing empowering services. Therefore, participatory leadership plays a vital role in supporting effective management and transformative diaconal services. This study aimed to describe the integration and implementation of participatory leadership based on the POAC management functions. A qualitative descriptive approach was employed. Data were collected through observation, in-depth interviews, and documentation, and then analyzed systematically. The findings revealed that participatory leadership was implemented by involving members in planning, organizing, implementing, and monitoring cooperative programs. The planning function was carried out by developing work programs based on members' needs and evaluation results, although challenges remained due to limited member participation and financial resources. Overall, the POAC management functions were implemented effectively despite several constraints. The study concludes that the integration of participatory leadership with POAC management contributes positively to transformative diaconal services. The stronger the implementation of participatory leadership across all management functions, the more effective the cooperative's services are in enhancing members' welfare and self-reliance.
