Abstract
Penelitian ini mengkaji rendahnya partisipasi pemuda PPGTM di Jemaat Efrata Klasis Pana' yang hanya 15-20 dari 45 anggota terlibat aktif dalam pelayanan gereja. Tujuan penelitian adalah menganalisis strategi kepemimpinan Ketua PPGTM dalam merevitalisasi pemuda menggunakan teori kepemimpinan transformasional Kotter dan teori revitalisasi organisasi Gouillart-Kelly. Metode penelitian kualitatif dengan pendekatan studi kasus dilakukan melalui wawancara mendalam, observasi, dan dokumentasi terhadap Ketua PPGTM, anggota pemuda, pendeta, dan majelis gereja. Hasil penelitian menunjukkan strategi kepemimpinan Ketua PPGTM belum optimal dalam mengimplementasikan kedua kerangka teori secara komprehensif. Berdasarkan teori Kotter, kedelapan tahapan kepemimpinan transformasional belum dilaksanakan secara sistematis kesadaran urgensi perubahan belum merata, koalisi pemandu belum solid, visi belum terartikulasi dengan jelas, komunikasi tidak efektif, pemberdayaan anggota terbatas, pencapaian jangka pendek tidak dirayakan, konsolidasi perubahan tidak berkelanjutan, dan budaya baru belum tertanam. Berdasarkan teori Gouillart-Kelly, pendekatan fokus pasar (achieve market focus) belum optimal karena program tidak mengakomodasi keberagaman kebutuhan pemuda, penciptaan program baru (invent new business) terbatas tanpa inovasi signifikan, dan pemanfaatan teknologi informasi (changing the rules through information technology) hampir tidak ada. Strategi kepemimpinan yang ada masih reaktif, konvensional, dan belum mengintegrasikan kedua teori secara holistik untuk mencapai revitalisasi pemuda yang efektif dan berkelanjutan. ABSTRACT This research examines the low participation of PPGTM youth in Efrata Congregation Pana' Classis, where only 15-20 out of 45 members are actively involved in church ministry. The research objective is to analyze the leadership strategy of PPGTM Chair in revitalizing youth using Kotter's transformational leadership theory and Gouillart-Kelly's organizational revitalization theory. Qualitative research method with case study approach was conducted through in-depth interviews, observation, and documentation involving PPGTM Chair, youth members, pastor, and church council. Research findings indicate that PPGTM Chair's leadership strategy has not optimally implemented both theoretical frameworks comprehensively. Based on Kotter's theory, the eight stages of transformational leadership have not been systematically executed urgency awareness remains uneven, guiding coalition is not solid, vision is not clearly articulated, communication is ineffective, member empowerment is limited, short-term wins are not celebrated, change consolidation is not sustained, and new culture is not embedded. Based on Gouillart-Kelly's theory, market focus approach (achieve market focus) is not optimal as programs do not accommodate diverse youth needs, new business creation (invent new business) is limited without significant innovation, and information technology utilization (changing the rules through information technology) is almost non-existent. Existing leadership strategy remains reactive, conventional, and has not integrated both theories holistically to achieve effective and sustainable youth revitalization.
