Abstract
Penelitian ini menganalisis kepemimpinan partisipatif kepala lembang dalam membangun kerja sama antara pemerintah dan masyarakat di Lembang Embatau. Tujuan penelitian adalah untuk mengetahui sejauh mana kepemimpinan partisipatif diterapkan dalam membangun kerja sama tersebut. Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Teori dasar yang digunakan adalah teori kepemimpinan partisipatif dari Yukl yang menekankan pentingnya melibatkan bawahan dalam pengambilan keputusan, serta teori kerja sama dari Deutsch tentang interdependensi sosial. Hasil penelitian menunjukkan bahwa kepemimpinan partisipatif kepala lembang belum berjalan optimal. Pada konsultasi, masyarakat masih ragu berbicara karena tidak yakin pendapat mereka didengarkan. Pengambilan keputusan masih dipilih berdasarkan prioritas pemerintah, bukan kesepakatan bersama. Pembagian kekuasaan menunjukkan kesenjangan dengan partisipasi yang pasif dan tidak merata. Pembagian wewenang adalah aspek paling lemah karena masyarakat hanya terlibat saat pelaksanaan, bukan perencanaan. Secara keseluruhan, kepemimpinan partisipatif di Lembang Embatau masih beragam dan belum mampu menciptakan kerja sama yang melibatkan semua pihak secara adil serta berkelanjutan antara pemerintah dan masyaraat. ABSTRACT This study analyzes the participatory leadership of the village head in building cooperation between the government and the community in Lembang Embatau. The purpose of the study was to determine the extent to which participatory leadership is implemented in building this cooperation. This study used a qualitative descriptive method with data collection techniques through interviews, observation, and documentation. The basic theories used were Yukl's participatory leadership theory, which emphasizes the importance of involving subordinates in decision-making, and Deutsch's cooperation theory on social interdependence. The results showed that the participatory leadership of the village head was not yet optimal. During consultations, the community was still hesitant to speak because they were not sure their opinions would be heard. Decision-making was still based on government priorities, not collective agreement. The distribution of power showed a gap with passive and unequal participation. The distribution of authority was the weakest aspect because the community was only involved in implementation, not planning. Overall, participatory leadership in Lembang Embatau is still diverse and has not been able to create cooperation that involves all parties fairly and sustainably between the government and the community.
