Abstract

BUMDes sebagai lembaga ekonomi desa idealnya berfungsi untuk meningkatkan kesejahteraan masyarakat. Namun dalam praktiknya BUMDes di saloan tidak lagi berjalan sebagai mana mestinya. Tujuan utama penelitian ini, untuk menganalisis penyebab ketidakaktifan Badan Usaha Milik Desa di Saloan melalui perspektif Talcott Parsons. Metode penelitian yang digunakan adalah pendekatan kualitatif. Adapun teknik-teknik pengumpulan data yang digunakan yaitu studi kepustakaan, wawancara dan observasi. Dalam menganalisis penulis mereduksi data, mendisplay data dan menguji keabsahan data. Hasil penelitian menunjukkan bahwa ketidakaktifan BUMDes di Saloan disebabkan oleh tidak berjalannya empat fungsi utama dalam kerangka AGIL, yaitu Adaptation, Goal Attainment, Integration, dan Latency. Faktor-faktor seperti ketidakjelasan struktur pengurus, kurangnya pelatihan, rendahnya partisipasi masyarakat, dan ketiadaan evaluasi menyebabkan disfungsi sistem sosial. Akibatnya, kelembagaan BUMDes tidak berjalan secara harmonis. Sehingga kehilangan fungsinya sebagai motor penggerak ekonomi desa. Dengan demikian, permasalahan BUMDes di Desa Saloan tidak hanya bersifat teknis, tetapi juga mencerminkan kegagalan sistem sosial dalam menjalankan fungsinya secara seimbang dan terstruktur. However, in practice, BUMDes in Saloan no longer function as intended. The main objective of this study is to analyze the causes of the inactivity of Village-Owned Enterprises in Saloan through the perspective of Talcott Parsons. The research method used is a qualitative approach. The data collection techniques used are literature study, interviews, and observation. In the analysis, the author reduced the data, displayed the data, and tested its validity. The research results indicate that the inactivity of the BUMDes in Saloan is caused by the failure to perform the four main functions within the AGIL framework: Adaptation, Goal Attainment, Integration, and Latency. Factors such as unclear management structures, lack of training, low community participation, and the absence of evaluation contribute to social system dysfunction. Consequently, the BUMDes institution does not function harmoniously, thus losing its function as a driving force for the village economy. Thus, the problems of BUMDes in Saloan Village are not only technical but also reflect the failure of the social system to carry out its functions in a balanced and structured manner.
